What is the name of this old animated movie, I forget?

I vaguely remember an animated film crazy fear ( same) ish animation style (like the Lion, the Witch and the Wardrobe. It was about a witch (sorcerer) who became the journal of puppets as / Puppets. The protagonist (s) had to travel an Escher-style castle in the sky (maybe?) And when all was said and done, somehow the Witch (Warlock) fell into the ocean and becomes a puppet session / puppet itself even.
